LAVAL APPEALS TO FRENCH WORKERS MAKE GOOD GERMAN SHORTAGE OF MANPOWER. AND HELP TO ESTABLISH NEW EUROPE. (By Telegraph—Press Association—Copyright) (Received This Day, 1.0 p.m.) LONDON, June 22. French soldiers held as prisoners in Germany were released only in proportion to workers going to Germany ’from France. Laval revealed this in a broadcast, appealing for more workers for Germany. He said: “France at present lacks raw materials. Our factories are slowing down and unemployment is becoming worse —yet the Germans need manpower badly. I hope for a German victory. Otherwise Communism will settle everywhere. France was wrong to declare war in 1939. We must now try to organise a peace of understanding with Germany, which is making sacrifices and is about to fight a gigantic battle to create a new Europe. We must be part of the new Europe or be resigned to being cheated. You must believe me when I say this policy will save France and guarantee a good future. We are living in difficult times and will suffer privations, but there was a more anxious moment when the fate of France was fixed for years. No one can save a nation that is inert and stubborn.” Laval added that lack of transport organisation was to blame for food difficulties in unoccupied France. He was determined to assure life and food for the population. He promised severe punishment for allowing indispensable foodstuffs to get lost or spoiled. “The Times” correspondent on the French frontier reports that Laval has begun to recruit workers for Germany from a million persons just evacuated from a coastal strip. twenty miles wide, between Boulogne and Dieppe.
