Tsiang, Minister without Portfolio, declared in an interview that the Chinese were prepared for a long conflict. The Government plans to establish industrial co-operatives with long-term loans totalling 60,000,000 dollars, supplemented by private bank loans of 40,000,000 dollars. The cooperatives will be located in the interior, where there are vast areas hitherto unexploited and which are now assuming great importance, due to the Japanese occupation of coastal territory.
