WAR DEMAND OF MEXICAN PRESIDENT. DECISION OF PERMANENT COMMISSION. (By Telegraph—Press Association—Copyright) ' (Received This Day, 1.0 p.m.) MEXICO CITY, May 25. The Associated Press of America says the Permanent Congressional Commission, which functions while Congress is not in session, quickly and unanimously approved the Presidential Message which asked for a war declaration, emergency powers and the suspension of constitutional guarantees.
