AMERICAN DEPARTMENTS AT ODDS. PRESIDENT TO CLARIFY POSITION. (British Official Wireless.) (Received This Day. 11.15 a.m.) WASHINGTON, May 1. President Roosevelt said he was planning .the clarification of an executive order under which the Board of Economic Warfare has wide jurisdiction over the procurement from abroad of vital war materials, so as to make it plain that the State .Department is still the Government agency handling the natioh’s foreign affairs. The statement brings to light a quarrel in which one Department is complaining that its domain has been invaded.
