The police rounded up 36 Germans in the State of Rio Grande do Sul, including Kurt Fraeb, a former German Army officer, who is described as director of German espionage in the port of Rio Grande. The police declared that Fraeb operated a radio on board a German freighter in the harbour which informed the battleship Graf Spee regarding the movements of British vessels.

Apparently the espionage backfired, leading to the final destruction of the Graf Spee in Montevideo harbour in December, 1939, after British warships had apprehended the raider.
