The Naval Sub-Committee of the House of Representatives partly attributed the disaster to the Normandie to the issuance of unreasonable orders. The sub-committee said it was bad judgment to order the sailing of the vessel on February 14, when competent naval officers on February 6 had recommended against that course. The sub-committee urged the immediate transfer of the Merchant Marine to the Navy.
