AUSTRALIA AND NEW ZEALAND HANGING BACK.. SOME SURPRISE EXPRESSED IN LONDON. (By Telegraph—Press Association—Copyright) LONDON, April 6. Some surprise has been occasioned in diplomatic circles because, while Canada and South Africa have exchanged trade consuls with Russia, neither New Zealand nor Australia at present show signs of doing so, though it is reasonable to suppose that there have been exchanges between the Governments of the Dominions and the U.S.S.R.

It is understood that arrangements are being made for a Russian Legation to be set up in Canada and a Canadian Legation in Moscow. In view of the fact that Russia, with the United States of America, is the Empire’s greatest ally, action by New Zealand and Australia is awaited with some interest.
