HOWLING DOG NUISANCE (To the Editor.) Sir, —There are a number of people in the vicinity of upper Cole Street who would be pleased to give a free bed to the Inspector of Nuisances if he could during the small hours of the morning locate the whereabouts of a howling ctminp which keeps the whole neighbourhood awake.
