RAISING BLINDS IN MORNINGS. A correspondent has asked at wha-. time blinds should be raised in the mornings to comply with the lighting restrictions. Mr George Brown, District Lighting Controller, states that the time for raising blinds is half an hour before sunrise. For example, tomorrow, when the sun rises at 6.37 a.m., blinds may be raised at 6.7 a.m. The time at which the raising of blinds is permitted advances by about one minute per day until the shortest day is reached in June.
