Mr William Witherow, president of the National Association of Manufacturers, told the Naval Affairs Committee that the current rate of aircraft production in America is about 42,000 a year, and with an accelerated production rate President Roosevelt's goal of 60,000 planes in 1942 would be reached early this autumn. Mr Witherow urged that Congress should freeze the open and closed shop union conditions for the duration of the war and recapture excessive profits from industry by high taxation rather than an attempt to block- them by set-: ting a rigid all-inclusive statutory limitation on earnings.
