CONGRATULATED BY TROOPS IN PHILIPPINES . ON ASSUMPTION OF PACIFIC ’ COMMAND. ASSURANCE OF DEVOTION. (British Official Wireless.) (Received This Day, 1.20 p.m.) RUGBY, March 23. A Washington War Department communique states that the troops fighting under General Wainwright sent a message to General MacArthur congratulating him on his safe arrival in Australia and on his assumption of the supreme command in the South Pacific. They sent theii’ commander an affectionate greeting and pledged themselves to continue their loyalty and devotion. They declared that they would continue the defence of the Philippines with the same zeal and courage as had been manifested so magnificently under General MacArthur’s direction. They expressed confidence that, under his leadership, the troops of the United Nations in Australia and the Philippines would triumph over aggression.
