One good man in control of Allied plans was essential to the defeat of the Japanese, said Dr. Van Mook, Lieutenant Governor-General of the Netherlands East Indies, at a Press conference, This man, he added, should work under the dir... ection of a properly-constituted Pacific War Council The main lesson to be learnt from Japan’s campaigns in Malaya and the Netherlands East Indies was the need for the Allies to organise as effectively as the Japanese. “In the past,’’ said Dr. Van Mook, “we have had too many cross-currents, too much uncertainty, too many cross purposes. We need a unified political control, near the seat of operations, and one good man to control all the operations. Between several countries it is difficult to get co-ordination without a unified command. You can’t wage war by ringing up, telegraphing and having discussions beforehand. You must act quickly.
