ADVANCEMENT IN BRITAIN. ARMY COUNCIL ORDER. — (By Telegraph—Press Association—Copyright) (Received This Day, 1.10 p.m.) LONDON, March 4. The Army Council, in an instruction to all commands, calls for a report on the efficiency and alertness of all officers upward from the rank of Lieu-tenant-colonel who were 45 years of age on December 31, 1941. The Army Council issued a statement that it has become evident that there are now a number of officers who, owing to physical or mental slowness, lack of determination or di;ive, overstrain, or unadaptibility of temperament or character, are unable fully and successfully to discharge their present duties. These officers should be replaced without delay. An increase in the number of young trained officers makes this possible.
