SERIOUS DELAYS IN DISPATCH TO RUSSIA DIVERSION TO U.S.A. FORCES. CONSTRUCTION OF SHIPS BOOSTED. (By Telegraph—Press Association—Copyright) (Received This Day. 10.45 a.m.) NEW YORK, February 27. Further serious delays in American lend-lease aid to Russia are predicted by officials, reports the “Herald-Tri-bune’s” Washington correspondent. The officials explain that large amounts of military equipment have been earmarked for Russia, but diverted to the American forces by order of the War Department; also that there is insufficient cargo space to Russia since Pearl Harbour. Cargo ship construction has already been boosted fifty per cent to counterbalance heavy sinkings and prepare for the Allied expeditionary forces in 1943, says the “Wall Street Journal.” The goals tentatively set are 9.000,000 tons in 1942, and 15 million tons in 1943, or six million tons higher than President Roosevelt’s victory programme. Next year four ships will be launched daily.
