The action is aimed at the political machinations of the pro-Axis opposition under Senor Deherrera. Following the issue of the decree, Senor Deherrera unsuccessfully attempted a Fascist rebellion. He proclaimed himself the pro-Axis President and attempted to storm the Congress building, but the police broke up the demonstrators and restored order.
