ANSWER TO FASCISM

ARMAMENTS NOT ENOUGH. The Fascist challenge, with all that it represents of concentrated military and economic power both in the West and in the East, will not be easily countered .writes Madame Sun-Yat-Sen in the “Manchester Guardian.” We Chinese believe that the answer to Fascism cannot be found merely in equal or greater military and economic power. It must be found in a different temper, a different dynamic, a different social philosophy. There is good ground for believing that Fascism can be conquered only by a now democratic alliance of free peoples, based upon the fullest economic and political democracy. China has fairly won her place, and an important place, in the world-wide front now forming against all militarist aggression. China now may fairly claim all the material help, all the moral encouragement, that the great democratic Powers can give to her. But. this question of the practical working of democracy is crucial for China, as it is crucial for the whole anti-aggression front. We in China suggest that the only effective means io victory must be drawn from that broad democratic impulse which is the most determined foe of Fascism and totalitarian government in all lands. China, like the Soviet Union, like Great Britain, needs aeroplanes and tanks and guns to carry on her struggle. But armaments are not enough, . just as patriotism is not enough. China needs what the Democratic Front needs throughout the world; more democracy, more confidence and trust in the common people, more consciousness of a world cause shared with free peoples everywhere. The road to victory is the democratic road.
