CONFERENCE OF LEADERS. PROPOSED NEUTRAL BLOC. (By Telegraph—Press Association— Copyright) MADRID, February 12. General Franco, of Spain, and Dr. Salazar, Premier of Portugal, conferred today at Seville. The Spanish Foreign Minister, Senor Suner, and the Spanish and Portuguese Ambassadors, were present. A high official of the Portuguese Foreign Office stated that the meeting was not only concerned with geneial co-operation, but also aimed at the establishment of a bloc of the remaining European neutral States, including Sweden. Certain neutral Governments had already exchanged ideas, but Sweden had not participated in this. Paris radio asserts that the meeting was designed to discuss measures to counteract the effects of the recent Rio de Janeiro Conference. Following the Franco-Salazar meeting, it was officially announced that both countries would in future maintain the closest contact in order to safeguard their common interests.
