The Presidential Inquiry Board, headed by Justice Roberts, tonight released its report on the circumstances of the Pearl Harbour attack on December 7. The report placed the blame for America?! losses at Pearl Harbour on Admiral Husband Kimmel and Lieuten-ant-General Walter Short, charging them with dereliction of duty. The report exonerates subordinate officers. It states that the commanders possessed plans, which would have averted the disaster if they had been followed.
