by germAn occupying army. NO HOPE OF SEPARATE PEACE. WASHINGTON, January 22. Very well informed diplomatic observers in Washington have finally abandoned the hope of a separate Russo-Finnish peace, says the United Press. They point out that there are about 200,000 German troops in Finland, and they also say that a German threat to cut food supplies has thwarted Finnish intentions at present.
