REDUCING SKYGLOW
PRECAUTIONS IN WAIRARAPA DISTRICT REGULATIONS TO OPERATE FROM FRIDAY. CALL UPON HOUSEHOLDERS AND OTHERS. The attention of the public throughout the AVairarapa is drawn to notices appearing elsewhere in this issue regarding the enforcement immediately of provisions under the Lighting Restrictions Emergency Regulations, in order Io eliminate sky-glow and to make provision for a. blackout in case of an emergency.
The orders came into force as from today. The District Lighting Controller is Mr G. Brown, of Carterton. Briefly, the provisions until further notice are: No time switches allowed to operate, every room lighted at night must have window blinds fully drawn over each window and fanlight, all lighting under and above verandahs, etc., must be disconnected from sunset to sunrise, interior lighting of passenger vehicles must be shaded, all shop window lights must be shielded, no cars are to be left standing with lights showing, which might be directly visible from the sea, no light is to be displayed at any time inside a building that gives any illumination therefrom, visible from the sea, or contributes to skyglow. During a period of emergency and immediately following the sounding of a warning signal, all interior lighting must be extinguished or completely blacked out, and masks must be carried for use on all vehicles on which, including bicycles, lighting must conform to the regulations. During a period of emergency no light is to be displayed on any parked vehicle. Every occupier of, premises is required to make provision for the immediate and complete blacking out at any time for an indeterminate number of hours of a room or rooms to provide enough accommodation for the greatest number of persons that may be in the premises at any time during the hours of darkness. Owners -or occupiers of seaside residence and baches are called on to comply witii the regulations so that no light is visible from the sea, either directly or by skyglow. In a statement concerning the orders, the Controller, Mr Brown, states: “The directions set out in these notices are based on orders issued by the Dominion Lighting Controller pursuant to the powers vested in him by the regulations. In view of the extention of the war to the Pacific, you will appreciate how essential it is that the directions be carried out promptly and thoroughly, and we ask for your co-operation in this respect. Wardens are being appointed who will advise and instruct regarding the carrying out of the orders. There will be one covering your particular locality and if you are in doubt on any point, please get’ in touch with him. It should be noted, however, that every person commits an offence against the regulations who fails to comply in any respect with the provisions of the regulations or any order, direction, restriction, requirement or condition given or imposed under the regulations. Every person who commits such an offence is liable on summary conviction to imprisonment for a term not exceeding three months, or to a fine not exceeding £5O. We are looking for and offering co-operation, and trust you will do your part by fixing up your premises on the lines indicated, with as little delay as possible.”
