GANDHI RESIGNS
CONGRESS LEADERSHIP determined to proceed. WITH PACIFIST OPPOSITION TO WAR. (By Telegraph—Press Association—Copyright) LONDON, December 30. Mr Gandhi is resigning the leadership of the Indian National Congress, says the Bombay correspondent of the “Daily Herald.” He adds that this sensational step follows five days of conferences with the other leaders and the Congress Working Committee. His insistence on a full pacifist doctrine and his determination to continue civil disobedience proved stumbling blocks in defining the Congress policy toward the war. Gandhi himself proposes to continue pacifist opposition tc the war. The Congress Working Committee ii reported to have evolved a formula permitting the resumption of negotiations with Britain regarding the cooperation of Congress in the war effort including the possibility of a Nationai Coalition Government for the duratior of the war. Congress nevertheless does not abate its demands for Indian independence.
