AMERICAN WAR INDUSTRY ACCEPTANCE OF PRESIDENT’S FORMULA. THE ISSUE OF COMPULSORY UNIONISM. WASHINGTON, December 25. President Roosevelt has issued a three-point formula to ensure non-stop war production in the United States. Labour and industry have agreed to the formula, which provides, first, for a War Labour Board to handle all disputes; secondly, that the disputes must be settled peacefully; and, thirdly, that no strikes or lockouts will be allowed.
Breaking the deadlock in the labourindustry peace conference which he called early this month, Mr Roosevelt rejected industry's demand that the closed shop (compulsory unionism) principle should not be submitted to arbitration.
Industrialists were stunned at Mr Roosevelt’s decision, but agreed “to follow orders for the duration of the war.”
A statement on behalf of the industrialists commented: “The War Labour Board should not undertake to arbitrate on the closed shop issue, which should be resolved in advance or it will impair the effectiveness of the board.” The New York “Journal Of Commerce” says industry is bound to obey any ruling of the new Labour Board either for or against closed shops.
