GERMAN PLANS
TROOPS FROM RUSSIA GOING TO LIBYA. ACCORDING TO VICHY NEWS AGENCY. (Received This Day, 9.30 a.m.) LONDON, December 17. The Vichy News Agency, quoting neutral military observers, says the German High Command is planning to send a number of troops from Russia, including panzer units, to reinforce General Rommel in Libya.
