VAST PLANS COMPLETED SUPPLIES FOR MIDDLE EAST. OPENING FOR AMERICAN ENTERPRISE. LONDON, December 17. Vast plans have been completed for the conversion of Eritrea into an arsenal for the Middle East. The conquered Italian colony will remain under British administration, but armies of American technicians and workmen are to build factories and repair shops. Roads are being widened and new railways planned and tanks and other equipment are to be turned out in readiness for the battlefield.
