NOT SURPRISING
JAPANESE DECISION TO CONTINUE. EFFECT OF NAZI REVERSES. (Received This Day, 10.45 a.m.) NEW YORK, December 1. An Associated Press of America commentator, Mr Dewitt Mackenzie, said today that Japan’s decision to continue negotiations is not surprising, since it bears out indications that Tokio is anxious to evade a conflict with America. The decision, of course, is impelled by necessity. It may even be that it is calculated to give the Japanese more time to try to make up their minds who is going to win the European War. It is quite possible that the German reverses during the critical hours of the Japanese Cabinet’s debate yesterday influenced the decision foi a continuance of negotiations.
