DISCUSSION IN THE CITY' OF LONDON OUTPUT BELOW POSSIBLE LEVEL. SOME MEASURES CONSIDERED OVERDUE. (By Telegraph—Press Association— Copyright) (Received This Day. 12.45 p.m.) LONDON, October 24. A quick succession of events, notably Lord Gort’s despatches, Mr Bevins call for a real increase in factory output and Lord Beaverbrook's speech (on aid to Russian) have held the city’s attention, and some claim have justified its past warnings that the output of war materials is far short of Britain’s potential. The city’s interest in the latest revelations have been heightened because they have given additional weight to those insisting that the excessive burden of taxation is the most serious drag on the nation’s production effort. Additional incentives for both capital and labour are claimed to be essential, at whatever cost. The financial Press is divided on the lastnamed question, but all agree that decentralisation, a .more efficient co-or-dination of supply Departments, and the expulsion of incompetents, are all long overdue.
