An opinion that the war cannot be won except by an invasion of Germany was expressed by Mr John Cudahy, giving evidence before the Senate Foreign Relations Committee on the revision of the Neutrality Act. He opposed the arming of merchantmen on the ground that it was another step to edge the United States into war. An American Expeditionary Force of eight millions, he said, would be required to invade Germany successfully.
