SERIOUS DISSENSION
RUMANIA & HUNGARY RENEWED TROUBLE OVER TRANSYLVANIA. VIENNA PACT DENOUNCED. (By Telegraph—Press Association —Copyrightl NEW YORK, October 23. The “New York Times” says information has been received here that Rumania has denounced the Vienna Pact with Hungary in an effort to regain part of Transylvania surrendered under Axis pressure after the outbreak of the present war. This was followed by the resignation of M. George Cretziano, lor long Permanent Under-Secretary of Foreign Affairs in Bucharest. It is intimated that he might have had to quit under German pressure, but details are lacking. The information conveyed the obvious suggestion that dissension is developing between the German Allies in the Balkans with Germany taking side, but neutral diplomats are inclined to believe that Bucharest has decided to ' strike perhaps with German encouragement while the Rumanian armies are in the field.
