“NO CHANGE IN BASIC POLICY”

KEEN INTEREST AWAKENED IN WASHINGTON

LONDON, October 17

Lieutenant-General Eiki Tojo, the outgoing- Japanese War Minister, is forming a new Cabinet. He is expected to complete his task tomorrow. The Cabinet will be a strongly militaristic one.

It is stated that the new Prime Minister’s first move will be a final effort to complete the talks with the United States on terms satisfactory to Japan. It is considered that peace in the Pacific will hang on the result of this effort. General Tojo is determined, it is stated, not only to carry out the policy of previous Cabinets but to strengthen the national war time structure to the utmost extent. It is stated that there will be no change in Japan’s basic policy, which is the disposal of the Chinese incident, the establishment of an East Asian cooperation sphere and adherence to the spirit of the Axis Pact. In Washington the constitution of the new Japanese Cabinet is regarded as a matter of very considerable importance. President Roosevelt has been in touch with Mr Cordell Hull, Secretary of State. The Navy Department states that United States merchant ships in the Far East have been ordered to port for instructions.
