(By Telegraph—Press Association— Copyright) (Received This Day, 12.45 .p.m.) WASHINGTON, October 16. “To hell with the good neighbour policy,” said the Peruvian Air Attache, Armando Revoredo, commenting on the United States seizure in New York of eighteen Douglas bombers, purchased by Peru from the refugee Norwegian and Netherlands Governments. He termed the seizure a most unfriendly act and expressed the opinion that it was due to a fear that the planes might be used against Ecuador.
