IN JAPANESE PRESS BREAK IN NEGOTIATIONS URGED. BEFORE AMERICA COMPLETES PREPARATIONS. (By Telegraph—Press Association—Copyright) (Received This Day, 11.30 a.m.) TOKIO, October 13. The Japanese Press today urges that the negotiations with the United States should be broken off before the United States completes its war preparations. The “Chugai” particularly warns against the danger of allowing the negotiations to drag on. Nation-wide A.R.P. tests were inaugurated last night everywhere except in Tokio, where tests begin next Monday.
