PANAMA TO CANCEL REGISTRATION. HITCH IN AMERICAN PLANS. (By Telegraph—Press Association— Copyright) NEW YORK, October 6. The Panama correspondent of the Associated Press of America has been informed that the Panamanian Government has decided to cancel the registration of all for-eign-owned ships if they are armed by their owners. An earlier message stated that following the sinking of the Americanowned tanker I. C. White, which was registered in Panama, the Maritime Commission announced that 20 out of 125 merchantmen which are supplying Britain have been armed, and guns will be mounted on the remainder shortly.
