Mr Roosevelt announced that he planned to ask Congress to extend the social security programme so that the number of persons covered would be increased from 40,01)0,000 to 80.000,000. He added that it might entail increases in the tax on pay-rolls. The Secretary of State, Mr Cordell Hull, had a two-hour conference with Mr Roosevelt today. Afterward, Mr Hull said: “We were going over all the different phases of the international situation as they affect matters Avhih we thought called for an exchange of ideas and for discussion.”
Washington reports say that the discussion dealt with the revision of the Neutrality Act and that the President’s decision on this will be made when he confers with Congressional leaders tomorrow.
