Gordon England, chairman of 'the Engineering Industries Association, at a special meeting of war production engineers in London. “The principal cause is lack of a comprehensive plan fully to use the productive capacity of every available man hour, both managerial and operative. The re- ’ suit is inefficiencies and muddles. We urgently need a new conception of the relationship between the Government and industry, with a view to an allembracing plan for production.”
