A Moscow commentator stated that the Russian military policy does not rely on holding territory but on inflicting losses on the enemy and systematically destroying the German armies. “Towns can be recaptured, but a dead man cannot return to life,” he said.
Reserves, he added, would win this war, and here the Soviet and Britain had the advantage. The coming conference in Moscow would decide the best use of these reserves and resources.
