UNDER NATIONAL SERVICE REGULATIONS. (By Telegraph—Press Association.) ■ ‘ WELLINGTON. This Day. A request that the Government amend the National Service Emergency Regulations so as to give to those concerned the right to apply to an independent judicial tribunal for leave to appeal from the decision of an Armed Forces Appeal Board, and leave being granted, rhe right to have the appeal heard and determined by the same independent judicial tribunal on grounds that might seem just, was made by Mr Endean (Opposition, Remuera) in a question addressed to the Prime Minister. Mr Fraser. Under the present regulation, said Mr Endean. the Crown representative, in his absolute discretion, might permit or refuse rehearing of an appeal. This conflicted with the recognised principles of British law and justice.
