The State Department has disclosed that statements from survivors Irorn. the Sessa revealed, that a German submarine torpedoed, and shelled the vessel without warning and that the Sessa sank within two minutes. Observers predict that President Roosevelt, in his broadcast tomorrow, will announce drastic changes in America’s Atlantic patrol policy. Some expect him to direct American ships to sink on sight any hostile submarines or aircraft discovered in the sea lanes between America and Iceland. Indicating important developments, the President has arranged to meet leading members of the Cabinet on his return from Hyde Park tonight. His broadcast has been lengthened to 25 minutes. The Speaker of the House of Representatives (Mr Rayburn) has summoned it for September 15. a week earlier than had been arranged. It is announced that emergency measures have been taken to permit Americans who are stranded in belligerent countries to return to the United States on ships other than American.
