United States merchant ships may soon be allowed to enter the ports of belligerent nations, says the “New York Times” Washington correspondent. President Roosevelt .is to ask Congress within the next three months to amend the Neutrality Act, to permit this. The President will be guided on such a change of policy by the results of the Battle of the Atlantic and the rate of ship sinkings. Republican leaders disclaim knowledge of such a move and they say they would oppose it. Some Democrats declare that the President’s powers are adequate to declare the waters about Britain as a non-combatant area, without reference to Congress.
