BRITAIN AND UNITED STATES DECLARATION HAILED IN AUSTRALIA. , AFFIRMATION AND WARNING. (By Telegraph—Press Association—Copyright) MELBOURNE, August 15. “A declaration of rights and a public avowal of the complete union of spirit existing between the British and American, people.” is how the Prime Minister, Mr Menzies, summed up the eight-point-plan for a better world contained in the joint declaration of Mr Churchill and President Roosevelt. “It is a most momentous statement setting out in plain terms the common aspiration of freedom-loving people throughout the world,” ho said. “The German Government will not neglect to note the significant fact that it is a declaration by one nation at war and another which is neutral. I regard the declaration not only as an affirmation, but also as a warning.” The Minister of the Army, Mr Spender, said: “It is a statement of profound importance, which will have a vital bearing on future events.” The Minister of the Navy, Mr Hughes, said: “The declaration demonstrates that the two great Englishspeaking democracies are marching side by side, and that their alliance is no passing phase, but will continue till victory has been achieved.” JAPANESE CAUTION OFFICIAL COMMENT DEFERRED. LONDON, August 15. The deputy spokesman of the Japanese Cabinet Information Board this morning declared that the ChurchillRoosevelt declaration was “a big statement which must be studied closely before Japan makes her comment.”
