EXPANSION OF THE AID PROGRAMME.
(By Telegraph—Press Association—Copyright ( WASHINGTON, August 13. The United Press reports that the Administration’s second lend and lease programme, involving a 6,900,00(1,000-dollar appropriation, will be submitted to Congress shortly after President Roosevelt’s return.
It is understood that a substantial part will be allocated to the purchase of food supplies, and that the remainder will be mostly for heavy and medium bombers, ammunition, and artillery. The isolationist, Senator Wheeler, said that the close vote in the House of Representatives on the military draft extension Bill (passed by 203 votes to 202), is a clear indication that the people would not tolerate carrying on an undeclared war, and it also clearly indicated that the Administration could not get a declaration of war resolution through Congress. Mr Hamilton Fish declared that Congress could be depended on to vote three-to-one against involvement of the United States in the wars in Europe, Africa and Asia, unless she were attacked.
The President has suspended the eight-hour day law as applied to the mechanics and labourers employed by the War Department on national defence projects, because of the urgent necessity for the earliest possible completion of the work.
