JAPANESE LEAVING HONG KONG LARGE FORCES SENT TO SAIGON. EMBARGO ON EXPORTS FROM INDO-CHINA. LONDON, August 13. The exodus of the Japanese colony from Hong Kong is under way. Japanese merchants have virtually closed down as the result of the freezing orders. The London radio reports that the Japanese have landed large naval forces at Saigon, French Indo-China. The spokesman for the Japanese Fleet in China waters said that what was termed “democratic encirclement” must be shattered and the old order in China must be replaced. The Government of French IndoChina has declared an embargo on exports. No reason has been given.
