FROM ATLANTIC CRUISE.
SECOND LEND AND LEASE PROGRAMME.
(By Telegraph—Press Association—Copyright) (Received This Day, 9.35 a.m.) WASHINGTON, August 13. . President Roosevelt is expected to land somewhere on the northcast coast in a day or two. Since he embarked on August 3, only cryptic messages have come from the yacht Potomac and even these have: been missing since August 9. The United Press of America stated that the Administration’s second lend and lease programme, involving a 6,000,000,000 dollars appropriation, will be submitted to Congress shortly after President Roosevelt’s return. It is understood that a substantial part will be allocated to the purchase of food supplies and the remainder mostly to heavy and medium bombers, ammunition and artillery.
