The Associated Press of Great Britain’s Shanghai correspondent learns from an unimpeachable source that the Japanese have ordered women and children and non-military nationals to evacuate the Manchukuoan-Russian border area, between Tsitsihar and Manchuli, where there was sporadic fighting recently.
