LONDON, August 4. “In a speech at Mantua on July 29, Mussolini admitted that the present struggle was premeditated by the Axis,” says the American United Press Rome correspondent. He referred to it as "a war which we wanted and began some years ago. The array of forces is now complete, with Rome, Berlin and Tokio on the one side and London, Washington and Moscow on the other for a clash between two worlds." The Duce was addressing troops enrolled to fight against Russia. The delay of six days in disclosing the speech is not explained.
