The New York “Journal of Commerce’s” Washington correspondent says an agreement between the Governments of the United States and Mexico, settling the three-year-old oil controversy, is on the verge of completion. The State Department has been acting as intermediarj r between the oil companies and the Mexican Government. The agreement will probably take the form at first of a capital payment and thereafter annual payments. It is practically certain that the properties will not be returned to the American oil companies.
