AMERICAN=MEXICAN DISPUTE . SETTLEMENT EXPECTED. ON COMPENSATION BASIS. (By Telegraph—Press Association—Copyright) (Received This Day, 10.30 a.m.) NEW YORK, August 1. The New York “Journal of Commerce’s” Washington correspondent says an agreement between the Governments of the United States and Mexico, settling the three-year-old oil controversy, is on the verge of completion. The State Department has been acting as intermediarj r between the oil companies and the Mexican Government. The agreement will probably take the form at first of a capital payment and thereafter annual payments. It is practically certain that the properties will not be returned to the American oil companies.
