Cummings, writing in the “News Chronicle" reflects the tone of general comment when he says: “The Ministerial changes leave me stone cold, and I doubt if the public pulse beats any more actively. The Prime Minister shifts men about like pawns on a chessboard. Then, having had his fun. he returns to the job of trying to perform half a dozen tasks off his own broad willowy bat."
