The grave warning in President Roosevelt’s appeal for an extension of Army service is expected to resolve Congressional doubts and to ensure endorsement of the Administration's recommendation. An early vote is expected in the Senate. While the President is extremely careful to avoid any inference that the increased term of service was aimed to fit the American forces for expeditionary purposes, he has not hesitated to indicate that the present emergency is such that every eventuality must be included.
