The Assistant Secretary of State, Mr Welles, told the Press that the United States was not attempting to obtain bases in Portuguese.territory or in Siberia. There had never been any discussions with the Portuguese or Soviet Governments involving bases. Mr Welles declared that such suggestions were obviously German propaganda designed to create trouble between the United States and Japan.
