AN AMERICAN PROPOSAL. QUESTION OF DISPUTED FRONTIER. (By Telegraph—Press Association—Copyright) WASHINGTON, July 9. The Assistant Secretary of State, Mr Welles, said that the United States, Argentina and Brazil have asked Peru and Ecuador to establish a no-man’s-land on both sides of a line known as the status quo in the disputed frontier area.
