OXFORD DEGREE
CONFERRED ON PRESIDENT ROOSEVELT. (Bv Telegraph—Press Association—Copyright) LONDON, June 19. Lord Halifax today conferred on President Roosevelt Oxford's highest honour, the degree of doctor of civil law. President Roosevelt, who was unable to be present, replied by proxy. He said: "We would rather die on our feet than live on our knees."
